Leveling 1 to 60

Where the quests are, six bands of ten levels at a time: the zones with the most quests in each band, ranked in tiers, and the dungeons that fit it. Everything is counted from the quest list and from the dungeon levels Blizzard has published.

How the tiers work

A tier is a count, not an opinion. For each band we count the quests of each zone whose level falls in it, leave out dungeon, raid and PvP quests, the capital cities and the quests of classes and trades, and compare every zone with the one that has the most. A zone with fewer than 8 quests in a band is not listed. More quests means more to do without leaving the zone; it does not say which route is faster or which quests pay best.

Quests come from the Classic quest database plus the quests the beta client has been told about, so the counts of Forever’s own zones, such as Zephras Isle, are as complete as the client’s cache is. The experience each quest pays is only known for some of them, so it is not used here. Dungeon levels are the ranges Blizzard published; “25+” means from 25 up.
